Resurrection of Contextual Values: Prototypical Design Approach
Based on the context of Tsing Yi, a new municipal services building (MSB) which is assembled through a set of parameters is proposed. By studying the contexts, demographics, and possibilities in municipal services provision, a landscape architecture which accommodates the innovative and fundamental community facilities, extensions of public spaces and parks, and connections amongst contexts is established.

This project — Spiral Hub — does not demonstrate only a new premises, but a parametric design methodology that could be applied in other contexts and types of building. In this design approach, each building types or landscapes in the vicinity are considered and responded through their respective modules. For example, in Spiral Hub, the adjacent promenade is synchronized with the swirling walkable roof, whereas surroundings parks are echoed with urban farms. All existing landscape and cityscape in the proximity, together with users at all ages and physical ability are respected in this project. Biodiversity is meanwhile achieved by growing various types of plants over the roofscape. Apart from the flexibility in design and decision-making, diversity in the city could meanwhile be assured by addressing the needs of different species and users, and by foreseeing the potential improvements in the city.
